Typically spawn North of the Goblin Hunter outpost [5748, -5462]. Goblins will kill them, so if you don't see any kill the goblins patrolling the area. Occasionally one will static spawn in front of outpost [5494, -5338]. Watch out for scalebone skeletons and higher level goblins.
