After passing one corridor on your right, the next turn you come across is the jail. As you face the jail hall, a human skeleton will spawn in the cell that is the second door on the right. Loc is 100.58, neg 590.02, 38.35. Give the correct bottle to the skeleton to receive a Bottle of Swirling Smoke, which identifies as Ryla's Soul. He is KoS and you will need an enchanter or necromancer to charm him before you can do the turn-in.
