Go to Cindl and ask her about a Mammoth Hide Parchment. Then, go to Greta Terrilon (not Greta O'Reilly) and ask her about the ink.
Bring these two items to Jinkus to receive a Wanted Poster. Give the poster to Eracon Krengon, a guard inside the South Qeynos Bank. He will give you a list of Qeynos' Most Wanted.
Return this to Jinkus.
