Description
Edvard is located at (375, -499) in the yellow house next to the bank, across from the Office for the People in South Qeynos. Confirmed Scroll turn in works with apprehensive faction, hail him and check to make sure he gives you the quest. Someone suggested that killing him gives you + faction to QeynosCitizen, according to Allakhazam this is correct and incorrect on the same thread, be careful!
