Description
Be sure not to kill this goblin if you're farming for Chardok faction. He's working for the Sarnaks. He will despawn after turning in a Signet ring. "Located approx (-150, 0), in the tunnel heading Southwest from area 5 on the "main" Droga EQAtlas map."[1] May also exist in Mines of Nurga.
