You can get to his rooftop by using levitation tricks to get to the upper parts of Kurns Tower, and then levitating over.
He's invisible and has no nametag, but targetable with the /target command. Killing him has no faction hit. His corpse is also targetable- though invisible and unlootable, and expires after 30 seconds.
