This quest originates in Ak'Anon with Narron Jenork at the Gemchoppers Guild, but you only have to go there for the final turn in.
There is a rare spawn Gnome Guard named Watchman Dexlin that pops in place of the vendor Bilbis Briar on the second floor of the bridge tower in North Karana.
