Go to Unrest and kill the Priest of Najena on the 3rd floor and get A Tarnished Bronze Key. Give key to Linara Parlone in jail cell in Najena, near Rathyl and get a note (A Sealed Letter) to her father in Felwithe near the lake.

Linara Parlone says, 'Take this letter to my father immediately, his name is Tolkar Parlone!'
