Fishing allows people to pull fresh fish (among other things) from bodies of water. It requires a fishing rod (for example, a Fishing Pole) and bait (for example, Fishing Bait or Fishing Grubs).
The smallest fish-able body of water in the game is the small puddle in the tunnels leading from the West Freeport newbie area to North Freeport. Any body of water larger than that can also be fished in. This includes bodies of water inside dungeons.
Classes

Fishing is level capped (5*level)+5, so if you are level 20, you can only build your fishing skill to 105.
Note: Gear that increases fishing skill can take you above the 200 cap.
Zone-Specific Fishing
When fishing in various zones, you will find a wide variety of items being reeled in on your line. (Several zones still have fresh fish as their main fishing items, so bakers need not despair that they'll run out of normal fish for baking anytime soon.)
Also note that there are several fish that you have to kill to get. They are not fished - you have to jump in the water and give them a chance to bite you back if you want them. These include: Rivervale Trout (Rivervale), Pirahnas (N. Freeport Hall of Truth?), Cabilis Barracuda (Cabilis), and the infamous koalindl (N. Qeynos). Unsurprisingly, since the koalindl is a sacred fish, certain residents of Qeynos take offense if you kill it, so beware of faction hits, and guards that will try to kill you if you attack one of these little fish.
